Promises for Quebec's Anglophones, With a Referendum Still Possible
Quebec's premier-designate has made several promises for the province's anglophones. Global News reports that the community is watching to see whether those promises are kept — with an independence referendum also possible.
That is a modest position to take, and a coherent one. Promises to a language minority are cheap at announcement time and only tested once a government's attention has some larger project to attend to, which a referendum campaign would be. Watching is what's left once the announcements have already been made.
