Why a Lightly Damped Structure Can Still Have Complex Modes

Complex mode shapes can emerge in a linear structure even when overall damping is low. The setup is a pair of structural modes closely spaced in frequency, coupled through nonproportional damping. The reframing a NASA technical bulletin offers is that the magnitude of the damping is the wrong thing to stare at: the relevant question is whether the coupling is large relative to the baseline half-frequency separation. A quantity can be small in absolute terms and still dominate, as long as the gap it competes with is smaller. Which is why 'lightly damped' is not the same as 'simple behaviour'.
