Ukraine Moves to Shield Its Railways as Strikes on the Network Intensify

Ukraine's government has asked for outside help replacing destroyed locomotives and is drawing up plans to keep passengers safe, as Russia steps up attacks on the country's rail infrastructure. Railways have carried much of Ukraine's wartime passenger and freight traffic, which is why the locomotives are the sort of asset that gets counted in public.

The two things Kyiv is asking for are different kinds of problem: rolling stock is a procurement question, passenger safety is an operating one. Neither is solved by rebuilding track alone.
