Toronto 18 Ringleader Zakaria Amara Granted Full Parole

Zakaria Amara, one of the ringleaders of the thwarted Toronto 18 terror plot, has been granted full parole. The Parole Board of Canada found he no longer showed "any signs of holding onto extremist beliefs or radical ideologies," the CBC reports.

The wording is doing real work here: a finding about signs as assessed now is not the same as a claim about risk, and parole is one of the few settings where the state is asked to bet on a person's future rather than judge a past act.
