The Second Job of the Bank of Canada's Rate Tools
The Bank of Canada helps keep short-term market interest rates close to its policy target through the design and use of its tools and facilities — the machinery that sits behind the target itself.
The second half of the Bank's own description is the part worth pausing on: the same framework is meant to preserve incentives for market participants to trade and actively manage liquidity. Holding short-term rates near target is the visible goal; keeping the market worth trading in is a condition attached to it.
That pairing is a design constraint, not a footnote. A framework that bought closeness to target by removing the reasons anyone has to participate could leave a market thinner than the rate suggests.
