Azerbaijan Turned Headscarved Girls Away From School, and the Rule Isn't in Writing
Girls wearing headscarves have been turned away from schools in Azerbaijan, and the enforcement has prompted protests that, unusually, involve children. What makes the episode awkward is the gap between the written and the unwritten: government rules do not mention hijabs, and DW frames its reporting around a question rather than a published prohibition — why are schools enforcing unwritten rules at all? A restriction that never appears in the rulebook is hard to contest, because it is also hard to locate. There is no clause to point at, no author to name, and no obvious place to file an objection.
