Hurricane Rachel Reaches Category 3 off Mexico's Pacific Coast

Hurricane Rachel has been upgraded to a Category 3 storm off Mexico's Pacific coast, according to PBS NewsHour. Northern Mexico and parts of the U.S. Southwest are reeling from flooding and damage left by the remnants of Hurricane Polo earlier this week — a recovery still under way as the next storm strengthens offshore.
