Hesh: Tony's unofficial consigliere with a ruthless business mind
Herman “Hesh” Rabkin is described as Tony Soprano's unofficial consigliere, with twinkling eyes that disguised a ruthless business mind. The excerpt pairs those details to make Hesh a useful counterpoint to a straightforward mob-boss archetype. That contrast is more revealing than any single label.

Hesh's contradiction is the point: the source pairs his twinkling eyes with a ruthless business mind.
Pushback
“Unofficial” may describe his relationship to Tony more than the seriousness of the role; the excerpt does not rank his authority.
