A Commission Asks for at Least $15 Billion for Biotechnology Over Five Years

Congress created the National Security Commission on Emerging Biotechnology in 2022 to study the security implications of a fast-advancing field and issue policy recommendations aimed at ensuring continued U.S. leadership. Its 11 members are bipartisan and bicameral, and in April 2025 the commission released a report calling for a minimum of $15 billion in federal investment over five years. Two details carry the argument. The first is “minimum”: a floor proposed by a body with no power to appropriate, which makes the figure a bid rather than a budget line. The second is the five-year horizon, a timeframe suited to a field that does not run on an annual funding cycle. The commission’s leverage is the argument it makes, not the money it names.
